Våra fyra EU-parlamentariker (Marcel Kolaja, Marketa Gregorova och Mikulas Peksa från Tjeckien och Patrick Breyer från Tyskland) har undertecknat ett kravbrev till det nya tyska ordförandeskapet för ministerrådet i EU. De kräver:

Ministerrådets förberedande arbetsgrupper publicerar i nuläget inga protokoll och medlemsländernas positioner och röster publiceras inte heller. Detta behöver förändras.

It seems irrefutable to us that citizens are entitled to know how their member state government participates at the Council. We hope that your Presidency will introduce good practice in this area, by proactively publishing Presidency minutes of working party meetings, including negotiating positions, and securing agreement for this practice to be continued into the future. Documents relating to legislative files and trilogues should be proactively published

Transparens i kontakten med lobbyister

Även ministerrådet borde börja publicera sina kontakter med lobbyister offentligt, och där följa parlamentets exempel.

You will undoubtedly be aware that the Council of the EU is often referred to as a “black box”. As repeatedly pointed out by the European Ombudsman, the European Parliament, and civil society organisations, the Council does not permit adequate transparency and scrutiny of its legislative deliberations, including among its more than 150 preparatory bodies. It has repeatedly failed to join the EU’s lobby transparency register, while the lobby transparency provided by the 27 member states national governments is patchy at best. This situation does a massive disservice to EU citizens.

Stoppa storföretagens inflytande på lagstiftningsprocessen

Ordförandeskapen för ministerrådet brukar ha sponsorer – företag som betalar för att försöka påverka EU:s lagstiftning. Detta och andra gräddfilar till lagstiftarna som storföretagen får behöver få ett slut, för EU:s trovärdighets skull.

Member state governments must ensure that the public interest is centre-stage at all times when it comes to access to ministers and officials. The lack of legislative transparency in the Council advantages corporate lobby groups with the resources and networks to be able to gather the information themselves, and this must urgently change.
